2008 International Technology Transfer
Forum (Tianjin, China), jointly sponsored by the Torch High
Technology Industry Development Center of the Ministry of Science
and Technology of the People¡¯s Republic of China, Administrative
Commission of Tianjin Binhai New Area and Tianjin Municipal Science
and Technology Commission, has convened ceremoniously in Tianjin
Binhai New Area. With the theme of ¡°Technology Transfer:
Globalization and Innovation¡±, the Forum has served as a platform
facilitating exchanges and cooperation and provided an opportunity
for development, enabling the participants to have extensive and
in-depth discussions that prove to be successful in building
consensus among them.
1. As an important aspect of the self-innovation strategy of China,
technology transfer is to the enterprise a key link in its endeavor
to innovate and sharpen its competitive edge, and constitutes a
major means of translating scientific and technological achievements
into productive forces. Building a new technology transfer system
and exploring for an operational mechanism that facilitates
technology transfer and proliferation is a pressing strategic task
in the drive of building an innovation-oriented country. And the
building of such a new technology transfer system ¨C one that would
meet the demands for enterprise innovation, with universities and
scientific research institutions as the base and technology transfer
service providers as the link, thus integrating production and
scientific research ¨C is a task of top priority in the development
of technology transfer.
2. A sound pro-innovation climate and an effective law and policy
system would help promote the development of technology transfer.
The implementation of the national technology transfer promotion
action plan has brought about a better technology transfer
environment, a more complete national and regional technology
transfer system, and more active knowledge flow and technology
transfer between production and research, and between sectors,
fields of disciplines, regions or countries. In the face of the
golden opportunity for technology transfer development, we should
make the most of it by adopting effective and workable measures
conducive to greater development of technology transfer.
3. It¡¯s always imperative to further emancipate our mind. And
innovation is a never-ending challenge. Having the whole world in
view, we should learn and introduce the advanced experiences and
concepts of other countries, make use of all resources available,
foster our unique features, and adopt new thinking, new systems and
new mechanisms conducive to our greater comprehensive strength,
sharper innovative edge, better services and greater
competitiveness. The forum has called on the government authorities,
regional technology leagues and the enterprises and research
institutions concerned to strengthen contact and exchanges between
them and join hands in creating a new situation for technology
transfer.
4. An experimental area for the country¡¯s comprehensive reform
drive, the Binhai New Area promises better opportunities for
innovation initiatives and technology transfer, for a number of
prestigious domestic and international enterprises, research
institutions and service providers have come to Binhai New Area for
business and service. The convening of the forum will definitely
help propel the development of technology transfer in the area and
in Tianjin as well.
It is the hope of all the participants that this international
technology transfer forum will be held regularly in the years to
come, to ensure the sustained development of technology transfer.
